Graffiti at Washington St

This White Hyundai Elantra with Connecticut plates is parked every morning on the right hand side heading down Washington street to Beacon street. There are signs clearly marked NO PARKING and everyday the car is there. It is impossible to get into the right lane to go straight because everyone else is trying to maneuver around it as well. Why has it not been towed ticketed or booted? It holds up driving for everyone. Picture taken at 8:00 AM.
